Overview

We expanded CHAMP to support the Massachusetts Rental Voucher Program (MRVP), extending the platform's existing housing workflows to accommodate mobile vouchers, project-based vouchers, regional administering agencies, and more specialized screening requirements. The work introduced new program structures, organization models, application experiences, and eligibility workflows while maintaining alignment with CHAMP's existing statewide housing operations.

Problem

CHAMP was built to support statewide affordable housing operations through established application, waitlist, and screening workflows. As Massachusetts expanded the platform to support MRVP, the system needed to accommodate a different voucher model with mobile vouchers, project-based housing, and new administrative roles.

The platform needed to evolve while preserving existing workflows, introducing support for Regional Administering Agencies and screening partners, and creating clearer experiences for applicants and staff managing new program requirements.

Solution

We extended CHAMP's existing framework to support MRVP as an integrated statewide program while introducing new capabilities for voucher-specific workflows.

The solution separated MRVP into Mobile and Project-Based programs, added new application and screening experiences, expanded organization management capabilities, and introduced structured determination workflows tailored to each voucher type.

These enhancements created a more flexible platform that could support applicants, Local Housing Authorities, Regional Administering Agencies, and state administrators within a consistent operational model.
